News Listing Sep 08, 2003 - Down Payment Assistance Program Launches A new Down Payment Assistance (DPA) program for Memphis and Shelby County will begin in September following a kick-off meeting with lenders on September 10, 2003.   Aug 25, 2003 - New Permit Fee Supports Down Payment Assistance Program As of Friday, August 22, 2003, all permits issued by the Shelby County Office of Code Enforcement include a $1 surcharge on residential permits and a $5 surcharge on all commercial permits. These fees will help fund the new Down Payment Assistance Program (DPA) that will begin in late September, 2003. The new program will aid qualified, low to moderate income homebuyers in Shelby County with a loan for up to $3,500 in closing cost and down payment assistance on new homes valued below $150,000
